摘要: 食品安全关系到广大人民群众的身体健康和生命安全,关系到经济健康发展和社会稳定,一直是备受社会关注的热点问题。当前食品安全监管体制、机制和法律制度等所反映的问题尤为突出。本文主要是通过对我国食品安全管理体制现状的分析,研究我国食品安全管理的缺陷与问题;同时通过对国内外食品安全管理体制的比较,分析不同模式监管体系的优缺点,研究适合我国在不同层级食品安全管理的体制与模式,以期将来为我国食品安全管理体制的重塑提供理论基础和思路。

Abstract: Food security is relative to the life safety and health of the mass and relates to the healthy development of the economy and social stability, which makes it a heating issue catching eyeballs. Current food security system, scheme and legal framework presents prominent dilemma that must be solved. By analyzing the plight of food security system in the country, this essay explores the loopholes and problems of the current food security system. While comparing food security systems within and without the country and construing the advantages and shortcomings of different models, this essay also discusses food regulation system and model that is compatible to different administrative levels.
