摘要: 食糖是关系国计民生的重要商品,党中央和国务院历来十分重视。90年代中期,在食糖经营逐步放开以后,国务院决定建立国家食糖储备制度。我国于2001年12月11日正式加入WTO,加入WTO后,还应继续发挥国储糖的调控作用。首先,国储糖制度并不违反WTO规则;其次,加入WTO后需要国储糖继续发挥保障国内市场供应的作用;第三,加入WTO后迫切需要国储糖发挥保护国内食糖产业方面的作用。总之,国储糖制度应该进一步加强和完善,调控方式应加以改进,更好地发挥其稳定糖价、保障供应、促进生产的作用。

Abstract: Sugarisanimportantcommodityinth enationaleconomyandthepeople’ slivelihood.Thecentralcommiffee of the CPCand the state council of Chi na has paid great attention to the marketing of sugar commodity in China.I n the middle of nineties,the marketing of sugar started opening gradually to t he public and the state council of Chi na has de-cided to establish a state sugar rese rve system.After joining WTOsince D ecember 11,2001,it is still necessa ry to continueplayingtheregulationroleofsugarmarketing,bythestatesugarreservesystem.This is because,f irstofall,this sugar reserve systemwill abide by th e WTOregulation.Secondly,it is nec essary to play the role of sugar suppl y after joining WTO.And thirdly,it is also necessary to protect the produtionof domestic sugar industry.In general,it is im-portanttoenhanceandperfectthefu nctionofthestatesugarreservesystemsoas toimprovetheregutationstylefor better stabilizationof the sugar price.Sateguardagainst supply and promotio n of the sugar production.
