摘要: 《食品安全法(修订草案)》在落实监管体制改革和政府职能转变成果、强化企业主体责任落实、强化地方政府责任落实、创新监管机制方式、完善食品安全社会共治、严惩重处违法违规行为等六个方面取得了长足的进步和发展,但是在法律定位、食品安全风险的管理和应用、食品安全标准、食品生产经营管理人员职业资格制度、市场退出、行政处罚等方面存在着很大的缺陷,必须在食品安全法修订中进行补充和完善。
