国内外反式脂肪酸安全管理现状及对策分析

摘要: 通过了解国际上反式脂肪酸(trans fatty acids,TFA)的管理模式,为我国食品中反式脂肪酸的安全管理提供借鉴,本文对美国、欧盟、加拿大、日本、韩国等经济发达国家食品中的反式脂肪酸管理对策进行分析,从管理理念、模式、机构和程序等角度进行比较。一些发达国家建有比较完善的监管体系和高效清晰的管理程序,对监管新生的食品安全隐患物质采取的策略一般具有高效性、先进性和代表性。我国应积极参考和借鉴,制定和完善相关法规和标准体系,出台操作性强的监管制度和实用性强的实施举措,并加强对反式脂肪酸安全评价和检测能力的建设。

Abstract: In order to provide suggestions for the national strategy on safety control of food products with TFA, the regulations of TFA in food products in the United States, European Union (EU), Canada, Japan and South Korea were analyzed and compared in terms of management concepts, models, institutions and procedures. Perfect regulation systems and clear management programs have been established in many developed countries and their supervision and management strategies for newly found substances causing potential food safety risks are generally effective, advanced and typical. China should learn from advanced experience, formulate and improve relevant law and standard systems, release operative supervision and management regulations and practical safeguard measures, and strengthen TFA safety evaluation and testing levels.
