影响食品安全的制度性因素及对策探讨

摘要: 本文将影响食品安全的因素划分为硬件因素(技术性因素)和软件因素(制度性因素),并对其中的软件因素作了比较全面、深入的探讨,认为我国食品质量监控体系和食品质量保障体系存在的主要问题是法律法规、标准缺乏完整性,食品质量的检测体系、认证体系不完善,食品质量管理机构分散,缺少知识全面的监督管理队伍,等等。在此基础上提出了保证食品安全的针对性对策,包括构建食品安全和质量监控体系,建立和完善食品质量的安全法规和标准体系,完善食品安全检测体系和监控方法,等等。

Abstract:  This paper divides the factors which influence food safety into the hard ones (i.e. technical factors) and the soft ones (i.e. institutional factors),and focuses on studying the soft factors. The paper points out that there are problems in China’s food quality supervising and safeguarding systems such as deficient laws and regulations and standards,irrational layout of food quality management departments,etc. Based on the analysis above,the paper puts forward some feasible countermeasures to protect the food safety,including the ideas about constructing effective supervising system for food safety and quality,making comprehensive food safety laws,regulations and standards,etc.
