摘要: 危害分析与关键控制点(hazard analysis and critical control point,HACCP)体系是一种科学、合理、针对性很强且对食品安全进行过程控制的预防性管理体系。本文对中国目前HACCP研究和应用存在的问题,从宏观的角度,对如何推动HACCP体系的建立,如何规范第三方培训、咨询和认证机构的行为,食品生产企业如何建立HACCP体系,如何从源头上控制食品的安全,如何在运输、销售和消费环节引入HACCP管理体系等问题进行了分析,并提出了较科学的、合理的和具有可操作性的建议,对促进HACCP体系在我国食品行业的推广和应用具有重要指导意义,也为进一步促进HACCP体系在中国食品生产中发挥重要作用奠定了良好的基础。

Abstract: HACCP(hazard analysis and critical control point)system,which is science based and systematic,identifies specific hazards and measures for their control to ensure the safety of food.This article points out the problem existing in the fields of HACCP management,training,consultation,certification of the third parts,as well as in the food strain,such as in the food processing plant,transportation,marketing and consumption.Comments and suggestions have been given to the improvement of HACCP system in China.
