生物培育肉发展现状及战略思考

摘要: 为加速推动我国生物培育肉及相关产业的快速、健康发展,本文首先阐述了在我国发展生物培育肉产业的必要性,然后从发展和问题两个层面分别基于对生物培育肉产业的发展现状和趋势、资本投入现状和趋势、监管发展现状和趋势及技术发展现状和趋势的综述分析详细阐释了全球培育肉产业的具体发展现状和我国在该领域的基本发展概况,进而结合我国的科技发展现状提出了我国发展生物培育肉产业的中长期发展战略思考和具体对策建议为:(一)集中优势资源攻克关键技术,预防发达国家形成技术垄断,确保快速形成“点”“线”和“面”的突破;(二)扩大投资培育优势企业,推进生物培育肉工业化,积极引导社会力量主动进入生物培育肉工业化研究领域,预防整个行业过度依赖风险投资可能带来的不确定风险;(三)建立产业监管体系,推动生物培育肉市场化,建议理清政府相关部门在生物培育肉生产各环节的监管主体和职责并尽快将生物培育肉定义为新食品原料。

Abstract: In order to accelerate the rapid and healthy development of Chinese biocultivated meat and related industries. Firstly, this paper expounds the necessity of developing biocultivated meat industry. Then, from two aspects of development and problems, based on the analysis of the development status and trend of biocultivated meat industry, capital investment status and trend, regulatory development status and trend, and technology development status and trend, this paper expounds the specific development status of global biocultivated industry and the basic development status of China in this field. Furthermore, This paper also puts forward the strategic thinking and specific countermeasures for the development of biocultivated meat industry in China as follows: (1) concentrating the dominant resources to overcome key technologies, preventing the technological monopoly in developed countries, and ensuring the rapid formation of breakthrough of "point", "line" and "face", (2) We should expand investment, cultivate superior enterprises, promote the industrialization of biocultivated meat, actively guide social forces to enter the research field of biocultivated meat industrialization, and prevent the uncertain risks that may be brought by the industry's excessive dependence on venture capital, (3) It is suggested to clarify the regulatory bodies and responsibilities of relevant government departments in all aspects of the production of bio cultivated meat, and define biocultivated meat as a new food raw material as soon as possible.
